"Good evening Megapolis, I'm Lance Billings, and this is the 5 o'clock news on WFS channel 41."

"Tonight's opening story... It's October thirtieth, the night before Halloween, and what has become here in Megapolis, Hell Night."

"City Police will be out in extra force tonight in what has become a night of terror for the past 5 years. Gangs and arsonists setting fires to abandoned, and sometimes not abandoned, buildings, and on some occasions, when the fire and police departments show up, shooting at them."

"In an added twist to this already deadly night, police wonder what 'I', the serial killer stalking the city, has planned, because he has not been heard from in the past month. Some speculate he is dead, or incarcerated, but many fear he is still on the loose, and planning something special for tonight."
